Bradley Municipal Staff

The Bradley Municipal Building is located at 165B Main Street. Except for the Fire Department operations and elections (which are held at the fire station), all municipal services are conducted from the municipal building.

Animal Control

Animal Control Officer: Contracted through Penobscot County

For non-domestic animals please call the Maine Wardens Service at (207) 941-4470.

Per State of Maine Statute Title 7 Section 3921

  • dogs must be registered before December 31st of each year.
  • Effective February 1st of each year, there is a late fee of $25.00 assessed to each dog (State of Maine Statute Title 7 Section 3923).
  • All owners of unregistered dogs will be subject to a summons from the Animal Control Officer with fines up to $100 per dog, plus applicable registration and late fees.
  • Dog owners must provide a current Maine State rabies certificate along with proof of neutering or spaying.
  • A new dog needs to be licensed at 6 months of age or within 10 days of the dog having moved to Bradley.

Residential:

  • $30.00 Application Fee
  • $0.20 per sq ft finished incl. 4 season additions
  • $0.15 per sq ft unfinished (sheds, 3 season additions, etc.)

Commercial:

  • $50.00 Application Fee
  • $0.40 per sq ft finished (incl. heated or air conditioned warehouse, 4 season additions, etc)
  • $0.20 per sq ft unfinished, unheated etc.

Flag Donation Program

The purpose of the flag placement and donation policy is to allow public participation in the utility pole flag display and to increase the visibility of the flag displays. Each year the Town Council will budget to purchase at least 25 flags to display on utility poles. Any funds that are not used in the specific fiscal year will be carried forward to the next year.

Flag Placement

  • Flag placement will only occur once a year before Memorial Day. Flags will be removed after Labor Day. The flags will be placed on utility poles on Main Street in Bradley. The placement of these flags will start at the Bradley/Milford town line. Flags in the village district (Milford Town Line to Carter Woods), will be on every pole. Additional flags in inventory will be placed on every other pole to the Eddington town line. The only flag displayed on utility poles by the Town will be the traditional American Flag.

Acceptance of Donations

  • The Treasurer of Bradley is authorized to accept donations in increments of $75 from individuals and businesses who wish to add the annual display effort. Each donor’s name will be highlighted in the annual town report and the Town of Bradley website, TownofBradley.net. The donor may choose to have their name listed or the name of another person in whose honor their flags fly, or both. The donation shall guarantee the display of the flag and the acknowledgment for 2 years.

General Assistance

The Town of Bradley administers a General Assistance program for the support of people in need who have no other resources. Pursuant to Title 22 M.R.S.A.§ 4305, the municipal officers have adopted an ordinance establishing this program.

Applications are taken by appointment with the General Assistance Administrator. The hours for appointments are Tuesday -Friday 8:00 am to 2:00 pm unless there is an emergency. Persons who wish to apply for General Assistance may do so by calling 207-827-7725. Applicants that require assess to the general assistance application process outside of the normal business hours may contact the Penobscot County Sheriff’s Office at 207-947-4585.

The Administrator must issue a written decision regarding eligibility to all applicants within 24 hours of receiving a completed application.

Library Voucher Program

The Town of Bradley provides a free voucher for membership to the Old Town Library. Each year the Town Council will appropriate funds to provide the vouchers, unfortunately when and if those funds are used the program will be delayed until the next fiscal year. The Town of Bradley hopes to provide Bradley residents, who want assistance, with a membership. Students who attend Old Town schools receive a free individual membership. Vouchers are available at the municipal building during regular business hours. Proof of residency will be required.

  • The Old Town Libary membership costs $40.00 per year and includes the entire household. Beyond the library experience, the Old Town Library offers a wide range of services, benefits, and programs: we encourage you to check out their website for additional information.
  • The Town Council also accepts monetary donations if members of the public would like to increase the funds available for the voucher program. Checks payable to the Town of Bradley may be mailed to Town of Bradley PO Box 517 Bradley ME 04411. Those who wish to donate in person may visit the municipal building at 165B Main Street Bradley ME 04411 during normal business hours.

Local Plumbing Inspector (LPI)

Background

A plumbing permit is required for work done on internal plumbing/piping and subsurface wastewater disposal systems, except as follows, A permit is not required for:

  • *Minor plumbing work that is performed in compliance with state laws and rules if that plumbing work or is done inside the structure of a private residence by the owner of that residence, and
  • Installation of domestic heating appliances by licensed master oil and solid fuel burning technicians.
  • When in doubt about whether a permit is required or not, call the LPI

What does the Local Plumbing Inspector Do:

  • Respond to questions posed by citizens regarding internal plumbing and subsurface waste water disposal systems
  • Investigate complaints of alleged violations relating to plumbing or subsurface waste water disposal and take appropriate action as specified by the Department of Health and Human Services by rule in the Department’s Enforcement manual for subsurface waste water disposal and plumbing rules
  • Issue plumbing permits for *most work done on internal plumbing and subsurface waste water disposal systems
  • Condemn and reject all work done or being done, or material used or being used, which does not comply with state rules, and order changes necessary to obtain compliance
  • Issue a certificate of approval, when requested, for any work that the inspector has approved
  • Keep an accurate account of all fees collected and transfer those fees to the municipal treasurer
  • Keep a complete record of all essential transactions (permits, photos, etc.) at the Town Office

Plumbing Permit Application(s)

*Most applications for permits are provided by a “Maine Licensed Site Evaluator” or “General Site Contractor” (for subsurface waste water disposal systems using a HHE-200 form) or a “Licensed Plumber” (for internal plumbing using a HHE-211 form). However, a septic tank replacement or a damaged/rotted drain line requires that the application be issued by the LPI; and for internal plumbing work,

*other than minor by the owner, the application should be issued by the LPI or a licensed plumber.

RSU 34

The Town of Bradley is a division of Regional School Unit #34. Bradley children grades K-4 attend Old Town Elementary School. Also offered is a program for Prekindergarten which includes children ages 4-5, in which would attend Alton Elementary School.

Bradley does have “school choice” for children in grades 6-12. If a student in this grade level wishes to attend a school outside of Regional School Unit #34, transportation is the parent/guardian’s responsibility.

Solid Waste/Recycling

Solid Waste/Municipal Trash is picked up curbside on Thursday morning starting at 7:00 am. Trash must be containerized and must not weigh more than 40 lbs. Unacceptable materials will be left curbside for owners’ disposal.

Our waste hauler, Maine Waste Systems, observes the following holidays: New Year, Independence Day, Thanksgiving, and Christmas. If the holiday is celebrated on a Thursday your trash pick-up will be Friday instead of the normal Thursday pick-up.

  • Effective July 1, 2019 the Town of Bradley will no longer be participating in a traditional recycling program. Your household solid waste/trash will be processed with your household trash.
  • A facility in Hampden offers a recycling technology that recovers sustainable resources from the waste stream. They were redefining waste as a resource and changing trash disposal to recover wasted materials and market them as a new valued commodity. Essentially, this technology separated and processed recycling out of your normal household trash.

The Municipal Review Committee has joined forces with Innovative Resource Recovery as co-owners of Municipal Wast Solutions’ Hampden Facility. This facility is not currently operational but information will be forthcoming as the facility works to get online.
